The City of Aarhus is Denmark’s second largest and fastest-growing city with more than 310.000 inhabitants. Aarhus Municipality has approx. 33.000 employees and a turnover of around EUR 3 billion. The large majority of these resources are spent on welfare services (day care, primary and lower secondary education and elderly care), but Aarhus Municipality is also an important player in areas such as urban and business development, the supply of water and heating, as well as leisure and cultural activities.
The City of Aarhus is international in its outlook and constantly developing its international policy and relations following the principles of open-mindedness, business-mindedness and service-mindedness. Aarhus works in close cooperation with its Chinese sister city, Harbin, in facilitating partnership between Danish and Chinese businesses and educational institutions. The first sister city agreement was signed in 1984 and since then the partnership has intensified with several high-level political meetings in both Harbin and Aarhus as well as Danish-Chinese cooperation between businesses, universities, youth education programs, cultural institutions, artists and several others.
The partnership is currently focused on developing cooperation in areas of energy and environment, especially working with district heating and energy efficiency. Additionally, the partnership includes cooperation on water treatment and wind power, and works towards the vision of expanding an innovative cooperation to other areas of common interest.

目前，合作伙伴关系主要关注的是发展在能源和环境方面的合作，尤其是地区供暖和能源效率方面的合作。此外，合作伙伴关系包括在水处理和风力发电方面的合作、同时朝着拓展在其他共同感兴趣的领域内的创新合作的愿景努力。
